Simon

Simon is a secondary antagonist and is an American 44 years old high-ranking member of the Saviors and Negan's right-hand man as well as a former mortgage broker. He is a brutal, cunning and highly intelligent man who is extremely loyal to Negan, never questioning his orders. He is not beyond using fear and intimidation to achieve his ends and is very capable of cold-blooded murder and isn't bothered by the excessive violence that the Saviors employ. Simon has become desentitized by these acts of brutality and also isn't bothered by causing harm to children and adolescents. As the second-in-command of the gang, Simon has a large amount of power and is a capable leader and strategic thinker. He takes pleasure in terrorizing his victims and has also demonstrated and verbally expressed his admiration for authoritian leaders, and those who lead by example, something which he puts into practice with his uncompromising methods and strict obedience to Negan.

Tomas is a primary antagonist and is an Hispanic-American 35 years old inmate charged with the murder of his wife and two other people.

Organizations

The Saviors

A vast gang who serve as primary antagonists and their leader is Negan as well as his top lieutenants consisting of Simon, Dwight, Gavin, Regina and Arat. They practice murder and brutality to coerce other gangs, families and neighborhoods to provide a steady stream of goods. They have a reputation of being ruthless and uncompromising and are also opposed to rape. However, their violence is still extreme: on several occasions, they have clubbed people to death and take polaroid-style photos of their victims.

The Saviors however tend to kill a few people, as people are viewed as a resource and they kill one person to get their point across so that the remaining people will work for them. They however have been known to kill large numbers of people when a group does not cooperate. Most of the Saviors are sociopaths: not showing any remorse toward killing others, nor do they show satisfaction however some show sadism.

It is a common practice for Saviors to shoot one person when they encounter a group of strangers before robbing the rest. While some individual Saviors may not be particularly dangerous, what makes them a formidable threat is their massive numbers, which enables them to overwhelm other groups and employ psychological warfare on a large scale. Their main base is located at a compound called the Sanctuary, although the bulk of their force is not found there, but divided into smaller groups residing at various outposts spread throughout the region. To make it easier to avoid retaliation, Saviors tend to instate a disarmament policy on subjugated victims. Negan has created a cult of personality around himself and so many Saviors identify themselves as "Negan".

The Saviors have a well-structured hierarchy: at the top of the power structure is Negan, whose will is carried out through his lieutenants. Simon is the second-in-command and also maintains power over the lieutenants, taking responsibility for subjugating victims that show resistance to their rule. All the lieutenants including Simon, form a part of a leading council headed by Negan which acts as the government for the gang. Simon, Dwight, Arat, Gavin and Regina are all known to hold seats in the council. The lieutenants themselves lead missions and have added benefits in the Sanctuary. Below the lieutenants are the soldiers who fill the role of scouts, enforcers and guards and under the soldiers are non-combatant workers who labor for points in exchange for goods and comfort benefits. Any woman whom Negan finds attractive can offer herself as a wife for him to escape the point system. At the bottom are the prisoners who are identified by a letter painted on their shirts.
