A Japanese scientist who was thought to be dead, Dr. Daka, is discovered to be alive and plotting to turn the citizens of Gotham City into his mindless zombie-like army. However, Police Commissioner James Gordon is unable to prove it. Daka meets Bruce Wayne at a a party at Wayne Manor, where Bruce is also introduced to Vicki Vale, a reporter investigating the mysterious Batman, a masked vigilante who fights crime by night in Gotham. Unbeknownst to everyone but his faithful butler Alfred Pennyworth, Bruce Wayne is in fact Batman.

Bruce begins to court Vicki while also investigating Daka as Batman. Over the course of the story, the mystery unravels and it becomes clear that Daka is not who he claims to be at all; he is in fact Ra's Al Ghul, the head of the deadly League of Shadows, of which Bruce was a member during his self-imposed exile from Gotham. This makes the conflict more personal for Bruce.

Through her own journalistic investigations, Vicki is able to figure out the Batman's true identity and confronts Bruce. He finally confesses but she agrees not to publish her findings. Bruce agrees that they will continue to date, but first he must put an end to Daka's plans.
