Rollin' City/Rocky Roads is a two-part crossover event for the two American crime dramas, Vargas & Shane and The Sullivans. They were both the twelfth episodes in Vargas & Shane 2nd season and The Sullivans 3rd season.

Part 1 (Rollin' City; Vargas & Shane)[]
The JACTF are sent to investigate the deaths of a bank president and a Denver-based paralegal after they are found dead at the Beverly Hilton Hotel, but they unexpectedly team up with Denver's FJU after it revealed that both victims have connections to mafia-connected businessman Alexander "Alec" Karpov.
Part 2 (Rocky Roads; The Sullivans)[]
A huge clue sends the FJU and JACTF to Denver as they continue to investigate the mysterious deaths of the bank president and paralegal, but both teams find themselves walking into danger after Cohen makes a discovery of her own which leads to the criminal underworld within the Mile High City.
Plot[]
Part 1 (Rollin' City; Vargas & Shane)[]
After a local bank president and a paralegal from Denver are found brutally murdered in the Beverly Hilton Hotel, the JACTF are sent to investigate. Vargas, recently cleared for field work, believes that the murders were likely done by two or three subjects. Costas concludes that the victims were dead within a couple of hours after being tortured. While investigating the hotel's surveillance cameras, the JACTF see that three perpetrators are involved, but they don't show their faces on camera.
As they go over the evidence, Chapel comes to Etheridge, stating the victims seem to have no apparent connections despite being are in the same hotel room. Riley says that both victims bank statements include multiple deposit amounts much higher than their usual paychecks. Hobbs, Scalieri and Riley note that they have different accounts, but with the same bank. As Devlin and everyone in the JACTF wonder who could be paying both victims so much, someone unexpectedly announces that it is likely from a powerful mafia. Everyone is surprised to see Denver FJU Detectives Drake Sullivan and Miguel Ruiz, Sergeant Nicole Richter and Officer Kyle Francis, along with Drake's ADA wife Katherine and D.A. Investigator Lance Quelling, having shown up unexpectedly. After Vargas, Shane and Ramsay vouch for them to everyone else, Devlin asks the Denver cops what are they doing here and they reveal that the victims had connections to a person of interest of their current case, Russian mob-connected businessman Alexander “Alec” Karpov. Etheridge is familiar with Karpov since the FBI dealt with him in a past sex trafficking case, but could find no evidence to hold him on. Chapel and Scalieri warn the Russian Mafia will not take anything that threatens them lightly. With Devlin's approval, the two teams travel to San Francisco. Ramsay, Etheridge, Chapel and Scott speak to Karpov at his San Francisco residence while the others listen in on the wire conversation. As expected, Karpov admits he knew the murder victims, but denies any involvement in their deaths. As they leave, Scott believes that Karpov knows more than he is letting on.
Etheridge shows the JACTF and the FJU the files about Karpov, which includes a photo of Karpov in Los Angeles with former Russian GRU operative-turned-arms dealer Sergei Aksakov (David Meunier) and his brother Nikolai (Gene Farber), a former Spetsnaz member now under his brother's second-in-command. Chapel says that the Aksakov brothers are as ruthless as tigers on steroids; Sergei is the brains while Nikolai is the brawn and has a sadistic streak. Investigating the victims further, Vargas and Etheridge are joined by Drake and Ruiz in the bank president's home. Drake offers well-wishes to Vargas, having heard about her shooting, revealing along with the others in the FJU. Vargas acknowledges that and tells that the person who shot her is on suicide watch while in a penitentiary. Ruiz then finds a safe hidden behind the book cabinet. They find that the bank president has a spare computer for his illegal business transactions, but that the files were deleted the day of his murder. They also find a portable hard drive hidden in the floor, but its encrypted.
As the analysts work to decrypt the files, Scalieri is informed by Shaw that Malcolm Olsen was recently seen in the area of the Sierra Mountains, where many cabins are stationed; she suspects that Malcolm wants to use a cabin to hide his future crimes. Katherine speaks to Vargas, Shane and Devlin about the human trafficking trial and the Jason Russo trial as well as their feud with Milo Stetler before opening up about her fears for her children when they risked their lives to rescue Audrey Evans from her father and the men who wanted her dead. Vargas and Shane, in turn, confide in her about the Bridger Fontana Incident and about Vargas' father. Drake also conversates with Ramsay, Chapel and Scott about their military experiences, also telling him the recent situation with his family and his newly discovered cousin. Hobbs comes over to Etheridge and Chapel, with Drake and others present, saying that a friend of his in New York's FBI office told him that Karpov and the Aksakov brothers had a meeting three weeks ago in New York with some other people before returning to Russia and that they are still trying to identify the others in that meeting. As Richter makes a call, Etheridge tells Riley to find out who else was present on that meeting. Shaw then reveals that both victims were tortured with a large knife and were murdered with bullets from a Makarov pistol. Lowry then reveals that Karpov escaped surveillance and is believed to be heading to San Bernardino. Scalieri told them to go there and try to intercept him.
Upon arriving in San Bernardino, the two teams search for anything connected to Karpov. Scott and Hobbs learn from a grocery store clerk that Karpov received a call while in the store and told someone to meet him at the diner on Downey after closing and relay this to Chapel. After learning when the meeting will take place, Lee calls the others and tells them that Riley, with Francis's help, has managed to decrypt the portable hard drive, revealing illicit transactions from the Russians, the majority of which amount to over $100 million in each and with guidelines to ensure that the tax reports are legal to the IRS. The paralegal was paid $25 million over the years to help with the legal matters in the United States and such. The two teams then come to the conclusion that the bank president had this evidence hidden in the portable hard drive as an insurance policy and he and the paralegal were likely planning to blow the whistle on the Russians at some point. Later at midnight, Karpov arrives at the diner with the Aksakov brothers. Then two more Russians arrive, identified as Boris Zverev (Pasha D. Lychnikoff) and Yuri Dobrynin (David Vadim). As the meeting took place, they speak Russian and Lee, who is fluent in Russian, translates it for her colleagues and their FJU counterparts. Karpov talks about the situation with the murders, with Zverev mentioning that the paralegal still has other damaging evidence back in Denver. Dobrynin informs everyone that they still need to find said evidence since the victims refused to reveal where it is, despite threats to their families. Sergei replies that with their deaths, their families are being searched now and will be taken out with their comrades. Karpov says that he is uncomfortable with the situations going on with the police and federal agencies on to them in several cities around the globe. Zverev says that the police in Denver are one of their main problems now since everything that's been going on over there. Nikolai suggests they go after them now, but Zverev tells him that their bosses have stated that they have bigger problems elsewhere that they must solve first. Dobrynin says that they are working around the clock to eliminate the problems. Karpov tells them not to blow it since their operations are at risk and told them that he's going to back to Denver to handle some business deals for their bosses.
As the business meeting ends, Devlin and Katherine tell the teams not to arrest anyone since they need or want a Russian Mafia hit squad coming at them and their families at this time. Chapel agrees, saying that the smart play is to follow Karpov to Denver, which Drake and a few others also agree. Shane tells everyone to head to Denver to solve the current case.
Part 2 (Rocky Roads; The Sullivans)[]
Drake, Katherine and others return to Denver with JACTF members Vargas, Shane, Ramsay, Etheridge, Chapel and Lee in tow. Once they get to FJU HQ, Winder informs them that the Vice Unit and the FBI are assisting in the search for Karpov and the evidence the paralegal had. Etheridge asks about the other Russians they saw at the meeting, with Pearce replying that they are searching for them too just in case. Tariq and Graham inform the detectives that they identified Zverev and Dobrynin and they are military-trained mob hitmen. They also got intel that the Aksakov brothers have returned to Moscow. Drake wonders what Zverev and Dobrynin meant by other problems that are more pressing than the FJU right now, which Etheridge and Chapel admit bothers them too. Tariq and Graham say that the FBI is trying to find that out too, but nothing has really turned up. Shane says that they will apprise everyone about any developments on the case and that the priority is to find the evidence the paralegal had hidden.
As the search starts, Wie informs everyone that the families of the bank president and the paralegal have recently been found dead, with the coroners present determining them that they were murdered within two to three hours. As everyone splits up to investigate, Winder senses that his lieutenant is on edge with the custody battle over her sister's children. She admits that she hasn't got much more to use against Jason's parents and that Stetler & Zack are continue to gain advantages despite Emily and Chris's efforts. She further states that she and Emily believe that the Russos are hiding something because of the way they support their son during Jason's abuse of Lisa and such. Winder advises that she should check their profile, citing that what she finds could help her out with the custody case.
Drake, Ruiz, Etheridge and Ramsay visit Cooke, who reveals that the paralegal's family were murdered execution style. Etheridge believes that since the Russians killed him for his betrayal, they also wiped out his family to send a message to anyone else who might cross them. Drake fumes that the Russian Mafia are going too far with their atrocious crimes. Meanwhile, Holmes, Andrea, Vargas, Chapel and C.J. check out the paralegal's house for the murder scene. C.J. told them that the crime scene was cleaned of all traceable evidence: there are no signs of bullet cartridges and no DNA or fingerprints, and the killers likely used plastic hospital scrubs to obscure their footprints. Chapel says that the Mafia is covering their tracks with the murders, with Vargas realizing what Sergei Aksarov meant by that "their families will be taken care of". Holmes states that it probably wouldn't have made a difference if they had figured out that the Russians were targeting the victims' families earlier, to which Andrea and Chapel agree with him. Vargas checks the paralegal's computer, but finds the hard drive wiped clean. Pearce arrives with Rivas and Spier and has the latter check the computer. She tells the others she can try to recover what she can, but there's no guarantee anything will come from it.
Cohen comes to Katherine and Shane, informing them that the paralegal's brother was a doctor who was killed in a car accident years before and an urgent care facility he used to work was closed following a merge with another hospital. Suspecting that the evidence might be hidden in the abandoned urgent care clinic, Katherine tells her to take Tariq and Graham with her when she goes there to investigate since everyone else has their hands full on the case. Shane says that she'll call Ramsay and Lee to join them since they're available. Meanwhile, while working on other leads, Andrea and Vargas discuss their conversation from when they first meet. Andrea tells Vargas that she hadn't meant to criticize her for keeping her abuse hidden so long, but wanted to better understand her pain, eventually opening up about her own abuse and the risks she took to protect her daughter Audrey.
Cohen, Ramsay, Lee, Tariq and Graham search the abandoned urgent care clinic. While searching a room, Ramsay asks Cohen how she fired from the FBI and mentions that Etheridge told them that she tortured a suspect. Cohen only reveals that she had tortured a terrorist in a Denver FBI office because of a bomb planted by him and his accomplices in the 16th Street Mall was gonna go off and kill hundreds of innocent people, and, while she prevented the bombing, she was dismissed because of both the torture and the lead agent on the review board having a history of bigotry towards Muslims in the Bureau. After that, Katherine helped get her a job in the D.A. Office's as an investigator afterwards. Then, below a old pharmacy cabinet, Cohen finds a lockbox. She pries it open and finds cash, passports and a USB memory stick. As Lee, Tariq and Graham arrive, Cohen and Ramsay insert the memory stick in the former's tablet, open it up, and find something that shocks everyone in the room. As Katherine and Doyle continue consulting the FJU and the FBI, Cohen calls Katherine and she revealed that they have a major problem: The Russian Mafia is run by extremely wealthy and powerful kingpin Ivan Ivanovich Loginov (Marton Csokas) and all the Russians they've see are involved with him because there's a picture of Loginov, his main enforcer Alexei Korablin (Ilia Volok), Zverev, Dobrynin, the Aksakov brothers and other Russians she doesn't recognize. She then reveals a bigger problem: There is a mole in the Denver P.D. helping the Russian criminal underworld within the Mile High City and it's someone in Pearce's unit.
Pearce immediately vouches for herself, Kellerson, Rivas, and Spier, but notes that she has taken on several new detectives since their involvement in the investigation started: Mickey Costo (Patrick J. Adams) from Vice's Narcotic Section, Ty Willis (Jason Alan Carvell) from Robbery/Homicide, and Leah Dunleavy (Scottie Thompson) from Intelligence. Suspecting one of them could be the mole, the FJU and FBI start monitoring their movements. However, Costo makes a suspicious call to a blocked number, just before heading out to lunch. Drake, Holmes, Richter, Cohen, Vargas and Chapel tail Costo to and from his lunch spot. They see him meeting up with Karpov at a condemned house. Costo tells Karpov that he wants out since there's too much heat around the whole situation. But Karpov tells him that the people he works with have his family under surveillance and warns Costo what may happened to them if he quits working for the Russians. As other FJU, Vice, FBI and JACTF personnel arrive, Costo says that too many people are dead because of his association with the Mafia and he can't keep continuing it. Then Karpov's son, Vladimir (Florian Munteanu), comes in and tells Costo that their boss sends their regards before shooting in the head, killing him. Then the police and the FBI breach, but Karpov has some Russian gunmen standing guard in the neighborhood and they fire at them, leading to a massive shootout. As Drake, Vargas, Richter and Etheridge pursue the Karpovs in the midst of the shootout, ten Russian mobsters are shot dead while a few cops and FBI agents are gunned down and wounded, and Rivas is shot in the shoulder. Karpov and Vladimir make their getaway, but Drake and Etheridge capture Karpov's bodyguard Vladislav Golovkin while Vargas, Chapel, Richter and Holmes take out the men near them. C.J. finds that the ballistics on Golovkin's Makarov pistol match the ones used on the bank president and the paralegal. Despite interrogation and the threat of a death sentence, Golovkin refuses to cooperate, so Katherine and Shane have arrange to have Golovkin extradited in California to be tried for the murders there.
With the news of Karpov being involved in the Mafia out, everyone suspects that Karpov and Vladimir will go back to Russia shortly since they got strong connections there; meanwhile, IAB is looking into Costo's files to see what cases he compromised while working for them. Drake wonders what the Russians are looking for since they have much bigger plans than dealing with Denver police right now. At the end, the FJU and the JACTF part ways after acknowledging each other for all their help.

- Morgan Shane: Yes, they contributed to the cases to the cases MCS worked in the past and helped bring over one of Gordon Fontana's victims to Los Angeles during his trial.
- Ariel Vargas: Yes. How you guys doing?
- Katherine Sullivan: We're okay, Ariel. But that is not important right now. (Hands her credentials to Devlin as Drake handed his badge to Etheridge as she and Chapel looked at it.)
- Norman Devlin: I figured that. So you know something about our case, Ms. Sullivan? (he handed Katherine's credentials back to her)
- Jerome Chapel: (hand Drake's badge back to him) Is there anything we should know about the victims?
- Drake Sullivan: (after a moment of silence) I'm sure you guys are trying to figure out how Joe Tolbert and Daryl Kraft got lot of cash. Maybe these will help.

Part 2[]
- Ariel Vargas (to Andrea Donnell): When we first meet, why did you give me hard time?
- Andrea Donnell: I wasn't. I didn't criticize you of keeping your abuse too long. I just wants to know your pain. I tried but I couldn't at first. I was better of keeping secrets inside.
- Ariel Vargas: Do you know secrets can always haunts you?
- Andrea Donnell: I know. I wants to act like nothing happened on me, didn't want to act as the victim. I just pretending that I has a normal life and then couple months ago, the man who ruined my life returns and trying to manipulating me, even framing my brother for murder. It nearly destroy me until along come Audrey. I didn't knew who she really was until I learn the truth. I always put myself and my career at first but this was different. I choose to protect my daughter from her father and his sick world. I mean that I nearly lost it all again but I got my own justice at the end.
- Ariel Vargas: I am really happy for you. I know it wasn't easy.
- Andrea Donnell: I already know that. Remember, I had to learn the very hard way.
